Customer who make bookings would be sent an email asking them to complete an online waiver. The could either complete the waiver on behalf of everyone in the booking or they could send the other participants a link for them to complete the waiver. On site you could have a terminal where people could complete the online waiver if they have failed to do so beforehand. The venue can have a page which displays today's bookings and whether all participants in the group have completed a waiver.
